Hello,
Ensure that nothing is blocking incoming connections on port 21 (the default FTP port). If you would like, you could choose another port to allow FTP connections over (port 42 for example). This would be configured within FileZilla server. ISPs may block access over certain ports and be sure that any firewall you may be running allows access over which ever port you choose for FTP.
