Tool.msc is created my going to Start> Run> Then type in MMC and press Enter. That will bring up the empty MMC. Then once the MMC is open go to File> Add/Remove Snap in> Add the desired snap-ins. Then simply save the files as an .mcs to the desktop. Example: After you add the desired snap-ins Save As Tools.msc to the deskop. And you are set.
