why would someone want to setup a terminal server versus just using logmein.com or a vpn software?

A terminal server would give you faster and more complete access. It’s built into windows and doesn’t rely upon a thirdparty component. However, there are all sorts of issues that have to be dealt with to work with it across the network, such as security, firewalls, etc. It’s probably best to use something simpler (like the freeware UltraVNC) to provide remote access, if you want it to be simple.
Ps. A VPN is just a virtual private network. It does not give you remote screen access. If you setup a VPN you could use terminal services in a more secure manner.

Advantages of Deploying Office XP in a Terminal Services Environment
Deploying a Terminal Server client to desktops and offering them Office XP through Terminal Services provides several advantages. For instance, Office XP requires, at minimum, a P/133 or higher running Windows 98 (any edition) or higher with 24MB of RAM, Windows NT 4.0 with SP6a, or Windows 2000 with at least 64MB of RAM. You’ll also need to add 4MB of RAM for each Office application that will run simultaneously on the desktop. In addition, you’ll need at least 210MB of free disk space, and if you install the Professional version with Front Page, you’ll need at least 285MB of free disk space. However, Terminal Services enables you to run Office XP on workstations that have limited memory, limited disk space, or insufficient processing power.
Users can work with the latest edition of Office XP, even if they have older hardware. With Terminal Services, you’re not forced into expensive hardware upgrades just to get everyone running Office XP.

Terminal server allows you to install apps for all users of the server and control their desktop, what apps they can use, etc… VPN just allows them to map to drives and printers.
Downside is cost mostly and it can be quite complicated getting various apps to work on it.
