why would someone want to setup a terminal server versus just using logmein.com or a vpn software?

A terminal server would give you faster and more complete access. It’s built into windows and doesn’t rely upon a thirdparty component. However, there are all sorts of issues that have to be dealt with to work with it across the network, such as security, firewalls, etc. It’s probably best to use something simpler (like the freeware UltraVNC) to provide remote access, if you want it to be simple.
Ps. A VPN is just a virtual private network. It does not give you remote screen access. If you setup a VPN you could use terminal services in a more secure manner.
Terminal server allows you to install apps for all users of the server and control their desktop, what apps they can use, etc… VPN just allows them to map to drives and printers.
Downside is cost mostly and it can be quite complicated getting various apps to work on it.
