It could make a difference in PC to PC communications but it is very unlikely that an internet cafe has a fast enough internet connection for it to make any difference to the internet speed.
A gigabit switch will allow gigabit connections on all of its ports so 2 PCs with gigabit nics could connect to the switch at that speed and transfer data between each other at that speed but any connection to the internet would be much slower. Even a 10mb switch would be faster than needed for the connection in most internet cafes.
The gigabit switch will only allow for faster file sharing between computers because it has the capabilty of 1000mb per second compared to 100. But you need to have a gigabit card to take advantage anyway. You will not see a difference in speed on the Internet because bandwidth is limited under 100MB anyway.
