Question : Can you use a splitter to turn 1 telephone cable into 1?
I have a program in my computer its a phone what i have is that i have 2 telephone lines in my house. So 2 telephones what i want to know is if i can use a splitter to plug in those 2 cables and turn them into one and when someone calls me from either line my program will ring?

no, not unless you ring your provider and get it made into a pbx or hunt group (line 1 and 2 of same phone number). hope this helps.
Back in the 80′s when answering machines were expensive, they did make line combiners that let you input 2 or 3 lines and it directed it to a single port. One company even made a unit that would busy out the other lines…we still have one on a customer site.
With answering machines being so inexpensive or available in 2 line varieties, there’s little call for them anymore. I found one in the U.K. and ILS1002B, but I would guess that a little VP-206 or Panasonic KXT-308 key system would be just about the same money and less effort to find.
