As long as you are buying from a reputable dealer they should be fine. Some offer a full Guarantee on Quality and performance, this is definitely something you want to look for.
In terms of safety they should be fine.. IF there is a leaking issues it should be obvious when you open the cartridge. The are always made out of old Original manufacturer cartridges so electronically they will read identically to the brand name.
I am assume that since you are saying manufactured the cartridge itself has the print head on it.. So in terms of clogging, the worst that will happen is you will screw up the cartridge itself and not your printer.

First off, no re-manufactured or refilled ink cartridges are NOT as good as factory originals. The ink itself is usually cheaper with less pigment and less refined pigments, often the colors won’t match either. The other chemicals in the ink are often not in the right proportions and will end up just clogging the print head. They can leak also, the print head IS just designed for “one-time use” and they simply can’t stay intact after a huge number of uses. The print heads themselves will wear out after so many cycles of heat and cooling. They just were built for something like one ink cart’s worth of ink to go through them, not two or three. And they were not made to work with ink from someone else’s factory.
Bottom line, refills and such, are just are not worth it.
