I prefer the Ultra VNC option because it requires port forwarding and can be configured for Internet access with password authentication password pure. This question is terribly broad – can you narrow it based on what problem you are solving, or what motivates the question? VPN technology is a huge beast: LAN-to-LAN (which has subsections like B2B and WAN), Remote Access (again with it’s own subsections like client and clientless), etc. Is this for a business? Home use? I might be able to help if there are some parameters.

Most SOHO, Small Office/Home Office firewalls will come with a built in VPN technology. Some have there own propriety software, Cisco/Sonicwall does for sure. If they don’t, you can use the windows built in PPTP client to connect. If you do not have a firewall that supports remote access VPN’s then you can set routing and remote access up on a windows server that users can connect using the windows PPTP client.
Most firewall will come with a Site to Site VPN setup. Some you have to upgrade a license on to get it to function. These will create a link from firewall or router at one site to another site. Users don’t need a client on their machine to connect, they just have to be on one of the networks.
