re: #1 — it would be easier for you to tell us what you are trying to accomplish and we could narrow down the technologies that can get you to where you want to go.
re: #2 — a VPN has nothing to do with an ISP. the ISP provides internet service/connectivity. A VPN is a software or hardware/software connection between two computers, two networks, or a computer and a network. [if this confuses you, you can think of this: picture yourself connecting to yahoo, and logging into answers.yahoo.com -- when you type in your user name and password, the connection changes from a standard http connection to a secure http connection (https, or ssl-secure socket layer if you prefer) and then you can post a question -- a vpn connection is akin to the https/ssl connection.]
