yes you need an external IP to get to it. ping it from a command line on the outside to be sure its there. To enable it on the PC go to Control Panel > System > Remote

Say in Java you need a JRE or Java Runtime Environment just to run an applet in a browser, then that is a thick client, whereas if it is a PHP script, it would run even though there is no runtime program running in your machine, then that is a thin client. Therefore, a thin client would not run if network connection is not available.
